The study applied a mixed design and an overall qualitative approach. A sequential review and analysis of trends was undertaken to understand the implementation of the Public Health Act and the Public Health (Amendment) Act which is pending presidential assent.
The study applied participatory methods of data collection and analysis using writing workshops, panel discussions, Focus Group Discussions, Key Informant Interviews, legal analyses, thematic content analyses, webinars and peer and expert reviews. The study also reviewed the Parliamentary Hansard of 19 July 2022 for a contextual understanding of the justification for the inclusion and omission of certain provisions in the Amendment Act. This enabled deeper probing into the public health legislation process in Uganda.
