Dr. Oga is the Head of Ubingwa Think Tank at Afya na Haki. She is a Barrister and Solicitor of the Supreme Court of the Federal Republic of Nigeria, and an experienced researcher whose work spans Sexual and Reproductive Health and Rights, International Humanitarian Law, gender, and health policy. Her practice and research engage closely with strategic litigation and legal and policy reform processes that advance justice-based public health outcomes.

She holds a Doctor of Philosophy in Law and a Master of Laws degree from Babcock University, a Post Graduate Certificate in the Law of Non-International Armed Conflict from the Geneva Academy in Switzerland, and a First Class degree in Law from Benson Idahosa University.

Over the years, she has supported public health legal reform initiatives and interventions at national and subnational levels in Nigeria, including work that strengthens legal and institutional responses to health and rights challenges. She has also contributed to regulatory and policy advisories on gender, health, child protection, and research ethics, working with local and international development partners.

In her regional leadership role, Dr. Oga coordinates Afya na Haki’s partner engagement and collaboration in Nigeria and Benin Republic, supporting alignment across litigation, policy, and programmatic priorities.
